No, the amount of time it takes to pay has no bearing on if it is a record or not.Incidently, it takes 29 years to pay the annuity now, and it took 29 years to pay an annuity when Jackie boy won the $314.9 million jackpot in Dec. 2002 (the previous record), so your point is...?

Powerball lottery fever hits the USA
You realize that if it rolls on Wendsday that the pot will be 365 but still below the record thanks to Powerballs inflated annuity. The cash prize will be around 176 million which may only place it as the third largest unless it's more than 176.7 million. The only record Powerball seems intrested in is the largest second prize.

There isn't anything wrong with Powerball's cap rule, but they should modify it so it goes into effect after it reaches a North American jackpot record, instead of just the Powerball jackpot record.

If it rolls on Wednesday, it will already break the annuity record by $2 million. However, it will need to roll Saturday too to break the cash value record of $180 million.

I hope that PB will roll when no ticket wins this Wednesday. That way, the North American jackpot record held by Mega Millions [formerly The Big Game] will be shattered by PB of previous record of 363 million.Everyone, this is a poll question that will last until PB finally hits the jackpot.

I'm you're new winner and I am looking at it tonight, 11:30pm. I would love for a new jackpot winner to be identified, only so people can talk about a new record holder other than Jack W. They said they made that rule because some people only play for a record jackpot, and if they had a record jackpot of $700 million this year, they'd miss chances to have records at $400 million, $500 million, etc. They also feel that the opportunity to win millions by matching only the first five white balls would give the game more media attention.

Actually, according to this page, the cash option value of the record jackpot was $180 million (one winner received $90 million before taxes, and there were two winners of that jackpot).In order for Powerball to break that record on this run, it would have to roll at three or four more times (depending on how the cap rule works).
