I explained why I would not use your idea in great detail in a private message to you. I am guessing that you didn't like the answer so you posted your idea on the public forums, hoping to get support from others in order to somehow ram this down my throat.

There are already penaties for fraud. The problem is catching the people who are committing the fraud. Some of them are stupid, but it's not easy to catch the smarter ones. Smart people are often ahead of others in new endeavors and some of the smart criminals will always be ahead of the people trying to stop them. At the opposite end, there will always be people falling for the newest (and sometimes the very old) scams.

Oregon Lottery signs 7-year contract with GTECH
A Rhode Island lottery technology firm has inked a seven-year extension with the state of Oregon, which will include upgraded systems and ongoing services.
GTECH Corp. of Providence reports it has signed a new long-term contract with the Oregon State Lottery for a new online and instant-ticket lottery system, terminals and ongoing services. The seven-year contract is set to start in September 2008, and has options to renew for up to three years.

RubbleHead, I think your mindset that the lottery is rigged is a result of you're not winning a jackpot.
