Pre-test draw results, Do we Have the right to know what they were?
I can't give you the links, but I've read numerous posts regarding pretests.
It seems states will provide the pretest information when someone asks for it. The important thing is for the requestor to be specific. General requests don't provide any satisfaction. The lottery doesn't get involved in guesswork. If a requestor can't specify want he wants, then the lottery probably won't take the time to do the research.

Lottery winner still a mystery in Georgia
The winner of Friday night's $132 million Mega Millions jackpot still hadn't shown up at Georgia Lottery headquarters by closing time Tuesday.
Lottery spokeswoman Tandi Reddick said at 4:45 p.m. that the holder of the winning ticket, sold in Mableton in south Cobb County, had not yet come forward.

I'd say you'd be doing him more of a favor if instead of using the numbers for that drawing you back to the drawing before and used those winning numbers so he wouldn't win. He's on the record saying he wishes he never won so why not? He still might win a jackpot but it'll be the initial prize instead and no one will care. I'd do the same thing for David Edwards and the other people who won Powerball seven years ago. Whatever happened to the other winners anyway? O_o

What Would You Buy First After Winning Big
When did they win? Was it in the last 5-10 years? Well, ten years might be stretching it, I've never bothered to see how far back stories and press releases actually go. Ever looked up their name in a search engine? Are their names common? Obviously if it was a long time ago their names wouldn't have been put in the online press releases or news stories though unless they were huge wins no one cares that much. We had a couple of close calls with the D2s.
There are only two days left before they will have broken a 15 year old record - 249 draws without a double 2 appearing in the New York numbers game.
