SC Lottery not paying winnings on game because of 'programming error'
It's only the serial number on the ticket that matters.
The serial number may be what's used to identify the ticket, but you don't think that's the only information involved in the process, do you? It could be checked when the ticket is generated, it could be checked during validation, or it could be done at both times, but that serial number points to a database entry that contains all the information about the ticket. If it's a winner they know exactly why it's a winner.

Mega Millions pretests
On a related note, both Mega Millions and Powerball are mum when it comes to what the exact liability cap is for lower tier prizes going para-mutuel (like California already does). Vast majority of players don't know that the lower tier prizes can be reduced (ie. $1 Million match-5 prize could become $100K) in some instances.

Personally, not a fan of Just the Jackpot. For group pools though, JTJ could be worthwhile. $1 million 2nd place prize split 100 or whatever ways doesn't amount to much. You're spot on about Just the Jackpot players having an advantage.
It wouldn't surprise me to see one or more JTJ winners of a large record breaking jackpot. A possible concern for lotteries though is the negative PR of non-group players wagering with JTJ (Match-5 is 48 times more likely). Probably not a biggie for lottery of

Drawing on new Megamillions matrix sets a new record.
It has set a record for the lowest expectation value ever recorded for a multi-state game, 0.16, 0.04 deriving from the jackpot (24.5M cash) and just 0.12 from the lower tier prizes.
Under the old game, the lower prize expectation value was more or less equal to the total expectation value for the next matrix, that is 0.16.

On October 28, 2017, the price of a Mega Millions play will double, to $2 (the current price of a game of Cash4Life, Lucky for Life, or Powerball.) Wittkowski didnt change too much. Though $40 mil had a lot more buying power than it does today, he didnt get $40 mil. He split it with 3 other family members. Additionally, the amount doesnt reflect the federal and state taxes withheld. They took the annuity. The money did make life a lot easier for his family. It appears he's a refreshingly down to earth guy.

Which is best, Lump Sum vs Annuity? (Super Lotto!)
If I won a $26 million SuperLotto Plus jackpot, then I'd get advice before deciding on lump sum or annuity.
In either case, I might stick all of my winnings in CDARS, ICS, and other safe investments.
