I don't think it has ever been unusual for the first draw or two to be underfunded, but they need to offer some minimum amount or even the addicts might stop playing. MM is gambling that $50 million is the minimum advertised jackpot that will get enough people playing, while posing a minimum risk of paying a jackpot before it's fully funded. Annuity or Cash Value
Am always torn between Cash and Annuity.
But I think should I win, I would opt for the Cash Option.
At a moderate 7% annual return, and a modest draw down, the money would grow past the annuity by year 10 to 15.
It's true that a lot can change in 30 years, from tax laws to stability.

Having recently claimed his prize at Lottery headquarters in Lansing, he chose to receive his winnings as a one-time lump sum payment of about $22.8 million rather than take annuity payments for the full amount.

$1.7 BILLION: Will Powerball create a Christmas billionaire?
PB will claim they set a new record if the annuity is more than the current $2.04 billion record, but to beat the $997.6 million cash value of that jackpot the annuity needs to be 2.17B, assuming the interest rate doesn't change. Powerball jackpot hits $1 billion after building for months
On a down note ..... I see where the cash value has gone down .. the annuity is still a billion.
If I choose the cash option I'll net under 25% of the annuity after taxes. Still a lot of $$$$ tho'. Hmmm maybe I'll just buy 2 tickets instead of the 5 or 6 I was thinking of purchasing.

my idea for a multi-state lottery
1) Choose 6 numbers from 1 to 68.
2) Tickets cost $1.
3) Match all 6 to win the jackpot, which starts at $25 million.
4) 10 cents of each ticket gets added to the jackpot.
5) Match 5 of 6 to win the 2nd prize of $100,000.
6) Buy 5, get one free. For $5, you get 6 lines, which is either 6 QP or your playslip of 5 sets of 6 numbers plus one QP.

Them putting up the lump sum winnings estimate is honestly what they should have been doing from the get go. Next step/stop if they haven't already is to include the take home winnings after taxes for the lump sum winnings.
Edit. I read your thread incredibly fast at first and thought they put up the lump sum winnings estimate. I reread your thread and saw that they were talking about the cash value of annuity, not the lump sum winnings. It is still nice of them to put up the cash value

Mega Millions and Powerball Race
I bought a bunch of Powerball tickets for the last drawing when the annuity jackpot was $2 billion. I normally don't play that game because the odds of winning are approximately zero. For the same price, I can get far better odds of winning less money but still life changing money. I was willing to try it because it would be fun to spend $600 million in today's money after tax.

How are sales, will it roll over?
I'm wondering if there's any chance that sales today have been lower than expected, because I was sure we'd see an updated jackpot this afternoon. Their own, and presumably conservative, sales estimate is for 112 million tickets which would add about $75 million cash and increase the annuity by $165 million. Saturday's drawing ended at about $544 million cash and $1.201 billion for the annuity. That means their sales estimate puts tomorrow's jackpot at $619
