This story is interesting to say the least. One thing that makes no sense is first the Texas Lottery says they can't ban courier services and now they are trying to ban them? The issue of these huge purchasing groups has been brought to them in the past but they claimed they couldn't do anything about it and now they are trying to do something?

The news story is not accurate. The Lotter unilaterally shut down its Florida offerings many months ago (I think it was earlier than the summer) after the Florida Lottery pushed back. Colorado bill would ban credit card lottery ticket purchases and online sales
The only reason a state would ban online lottery sales is to protect convenience stores. Those huge chain stores have equally large political lobbying efforts, and now you know why online sales get banned. All the reasons the politicians state are the best fiction they can come up with. The real reason is money and power.
(This is also why the carve-out for courier services is OK with them. It doesn't harm their political supporters, because the couriers buy from physical stores.)

$83.5 million Lotto Texas winner sues Texas Lottery for unpaid jackpot
What???? There is no proof that lesser winners were not paid out. There is no cause of action here for the other players since courier services were legal at that time.
And the 14th amendment to the Constitution addresses equal protection of protected classes such as race, gender, etc. Lottery players are not a protected class and the other players were not discriminated against in any manner. There was no injury suffered.

I would love to know what system the couriers use to play every combo for the larger jackpots period. They have every right to play the lottery as everyone else has. Texas would just defund the state lottery and then use a private company aka Powerball, Mega Millions companies to build and run the business. This would make wining harder for ever day players and harder for courier companies. This is what states use now to ensure the least pick numbers come out per drawings on the smaller jackpot
