Predicting winning numbers? Fact or fiction?
Not necessarily. When you're dealing with statistics, the sample size is extremely important, and I don't think you're looking at a sample size that would properly even out the outliers.
But I don't want to get lost in the reeds. No, the lotteries are not filtering out anything, and most certainly in the United States there no state lottery manipulating any draw results. As I mentioned, that would be an extremely stupid and purposeless crime to commit.

indiana lottery give 312 million to the state
Lottery Post confirmed that as of July 1 (2017), the Iowa Lottery began using the Daily 3 and Daily 4 draw results from the Indiana Lottery for its Pick 3 and Pick 4 games. This shift eliminated the computerized drawings Iowa conducted in-state for the games for the past three years. Prior to April 16, 2014, used the Illinois Lottery's Pick 3 and Pick 4 drawing results for the games.

Triple Top Tips
Vtrac 253 repeated. The digits for 253 are 1, 2, 4, 6, 7, and 9. So I would have focused on 111 222 444 666 777 999 and played the bare minimum on the remaining triples. So it would have been a hit, but for the minimum.
California is computerized drawing and I found this system doesn't work the best with computerized drawings, although it worked for the last triple that hit.

Michigan man wins second lottery jackpot in 18 months
The only Michigan in-state games that are drawn with real lottery ball machines are the Daily 3 and Daily 4 games. The others (Classic Lotto 47, Fantasy 5, Keno, and Poker Lotto) are all computerized drawings.
I'd recommend writing to the Michigan Lottery if you doubt this. Their description about balls in the How to Play section is misleading.

Lottery jackpot rigger's Iowa convictions dismissed
Has little practical impact on case
The Iowa Supreme Court has dismissed the conviction of an Iowa man who just last week pleaded guilty in federal court to charges related with rigging lottery computers in order to win jackpots.

Kansas files lawsuit against accused lottery rigger
A lawsuit by the state of Kansas accuses the man at the center of a multi-state lottery number-fixing scam of working with two others to redeem two rigged lottery tickets for $44,000.
Kansas Attorney General Derek Schmidt announced Tuesday he filed the Shawnee County lawsuit against Eddie Tipton and two others who Schmidt says turned in the tickets to the Kansas Lottery. Schmidt alleges Tipton used software manipulation to rig the tickets.
