You must have me confused with someone else. I'm not the one that started the downloadable skills thread nor have I posted about skills before or about being not happy. I was simply commenting on how the downloadable skills thread reminded me of a sci-fi short story that we studied in junior high. The lottery runs the lottery, period. They have absolutely no authority over rules ands regualtions about taxes or residency. Since the states aren't stupid you can expect that an income that comes from a state will be taxed by that state regardless of where you live. It's the source of the income that determines which state gets first claim on the income tax, not your residence. OK, I live in Wisconsin, a big tax State. I would take the Cash amount and move to Wyoming or South Dakota without a State income tax. If I take the annuity I have to file with Wisconsin every year for the rest of my life. Now, seeing that I want to give a large amount to charity anyway, could I say split my winnings between me for my part, and the other half to a new Charitable foundation? MarkP

I'm not certain about the advice of the lump sum payment. True, once it's in your hands, you may be able to make better investments with it but the annuities start off from a less pessimistic base and is essentially a tax deferred investment account albeit at a modest 4% to 5% interest rate, however that interest is on pre-tax dollars so it would take a much better performing investment with the lump sum to match the long term outcome and in today's economy, 0% government bonds are considered go

You took the words right out of my mouth, just like always. lol Well, there's always the chance, too, that the dollar crashes, all of our states go bankrupt, and the lottery gets suspended.
