Seems to me the best way to address this issue of pool carryovers from small wins would be to include in your rules that wins under $X will be donated to Y 501(c)(3) non-profit charity, instead of used to buy more tickets on the next draw. Buying more tickets just seems like a really bad idea, it opens the door for all sorts of ludicious claims.
And someone who is serious about operating a pool should form a corporation (with seperate bank account, etc) to operate the pool as this will allow

-Driving to the Lottery headquarters is dangerous considering that you're very nervous and excited which cause an accident. I would take a train or taxi.
-Hire a lawyer and finance planner. Pick the Annuity option because the current economy is garbage.
-Don't tell anyway of your winnings.
-Choose to remain anonymous.

Well, that's three winners in southern Michigan now, don't anyone else in this state will win for awhile and of course if someone does it'll probably be again in that part of the state. That's exactly what I wanted to know. I wasn't sure if someone could end up with LESS then what they understood they were getting at the time of choosing the annuity over cash.

Should EZMoney be voted out?
IMHO I don't think that he should be voted off of LP or banned. That's a personal decision. Life is full of deceptive people. When you encounter those people in life can you ban them from life or do you have to settle for ignoring/avoiding them? Discernment is the key.
As far as being rude to people, he wasn't rude to me. The no good haters he referred to in his $86 million annuity post didn't apply to me. My philosophy is that it's not what they call you, it's what you answer to.
