Is this a stunt EZMONEY and Todd pulling?
I'm not making accusations or blaming these guys (if it's a stunt, I'm laughing about it) but I do remember seeing an old post that shows EZMONEY's lottery tickets with the winning numbers circled.
Now, he supposely won again? The numbers are the same number on that old post ticket with Todd saying the very same thing he said in the old post. Hahah.. maybe I'm a bit confused. It's not adding up.... is anyone noticing this?

Yes, it's all paid in a lump sum (or 30 yr annuity if chosen) but in addition to the jackpot, the winner will get $10M more for spending an extra dollar and $25M bonus for spending an extra $2.

MM annuities are spread over 26 payments, which is one up front and one for the next 25 years. For PB it's 30 payments over 29 years. That's a 4 year difference, but there's much more to it. I don't recall ever seeing anything that said that the funds are earning interest that will increase the amount paid to the winner when they get around to claiming it. The Ohio lottery website has some detailed info on the cash amount here:
