One advantage with purchasing QPs is if you win a small prize, the clerk usually pays you and keeps the ticket. If the tickets are losers, they usually go into file 13 . $630 MILLION: Mega Millions jackpot soars after no winner Tuesday
Weirdly, the cash value was just upped to $388 million (11th-largest US cash value in history), but the annuity did not change ( $660 million ).
So, more ticket sales are happening than expected, but I suppose interest rates (used to calculate the annuity) went down a bit.

Jackpot numbers cannot be predicted but
The best time to give it a shot is when the pot is small.Less manipulation involved.
The last three times the MM advertised jackpot was $100 million, around 10 million tickets were sold. I'm interested in what you mean by less manipulation when less than 30 million tickets were purchased for each of the last four $400 million jackpots drawings. Why would they need to manipulate anything when only 10% of the possible 300 million outcomes are sold?

I also get the fact that ticket sales for all lottery games is way down these days. Powerball Powerplay - Is it worth paying the extra $1 (meaning, does it improve the expected value of the return per $ bet)?
Short answer - not really.
Long answer:
It depends on (a) the Expected Value of the Jackpot, and (b) whether you consider improvement of a negative Expected Value of the return (less negative return per $ bet, or in other words, smaller loss) worth it.
