He's got a point. A raffle is a much different and a much less daunting endevour than a permanent game like Hot Lotto. Hey, I'd love to be able to take the R2 down to Wilmington every time I visit Philly and pick up a Hot Lotto ticket as much as the next guy, but to compare it to a one draw, quick-pick only game is like comparing apples and orange soda.
By the way, the Delaware raffle is a much better deal than most of the other raffles out there (only Maryland's raffle, IMHO, is better).

Winning and Moving to Income Tax Free State
You would be taxed by both the state in which you purchase the ticket and the state in which you live. The state in which you live would grant a credit in some form or another, not necessarily on the entire tax paid. States like New York and Delaware use apportioning to determine taxable income. Ball-Drawn Raffles
I concur. Delaware was ball drawn until I believe 1998.
As for Keno, there is actually no reason why Keno could not be a ball-drawn game every 5 minutes, alternating between two live machines, and having others on standby. Of course the lotteries will say it's too expensive to do that, and they may actually have a point because people will play video crack (as I've heard it called) without regard for odds or if the system is legit.

Florida lottery raffle tickets being illegally re-sold
It would not. It is technically illegal to ship an unplayed lottery ticket across any state line by mail. However, there has to be a blantantly obvious violation. I've seen Delaware police at a borderline store in Maryland stocking up on Mega Millions tickets when it runs high.
If you want to get a ticket, buy it yourself or have a relative do it. If you missed out on Florida, other states still have tickets (GA, SC, MD, DE, PA, NJ).

Heart Skipped A Beat
Yes justxploring...I won (4) numbers on the powerball and (5) numbers on the lotto one year and if I had one more. Not only did my heart skip a beat..I fell out of my chair. I sure would like to know what it feels like to win the big one, by the way I live in Delaware the hardest state to hit.
