Shelby, you must have read my mind. I was thinking the same thing. What would happen if one person won both jackpots in one weekend. Other than the media going insane and rampant speculation, I think it would be awesome. But knowing that everything I did would be under a microscope, there is no way I'd risk giving one of the tickets away and give the IRS a reason to eff with me. Other than a couple of people, no one I am willing to help will get more than the $14,400 per year.

Lotteries always want to advertise the higher amount. it draws more players in. They'd probably prefer players who don't know the advertised amount is for the annuity only.

NJ Pick 6 lottery drought ends as $20.1M jackpot won
Lived here long enough to remember when there was no cash option,
no problem w/ taking cash option @ purchase, I can always get my own annuity if I want.
No, my gripe is w/ the 10.8 % state tax, a law that was passed in the middle of the night.
39.6 % plus 10.8 % and you can easily figure you're paying 1/2 what you won,
the winner will net about about 7 MILS.
Now don't get me wrong, 7 MILS. is quite enough for me, but Jersey is going to pump that 10.8 % down a Rathole !

For the guy who said your answer was too simplisitc I'd say something like this:
I'd like to win a jackpot so I could organize and finance an expedition into the Louisiana swamps to catch a swamp monster.

Why Do You Think Lottery Winners Always Take The Cash Option?
Although I would be very tempted to take the cash value, I could also consider the annuity if my accountant lays out a compelling reason to go that route. What I would have to weigh is
1) How long will short term and long term interest rates remain pathetically low?
2) How high will the effective tax rate go on high income earners?
3) How long it will be before US elects president and Congress that is serious about reigning in spending?

Because they want it one shot. Its like winning a $500 scratcher, some cash it instantly. Some wait. I don't know. Humans just become so excited when a huge amount of money is theirs. They want it all!
Who wouldn't? As for others who choose annuity, they have a plan I guess. But in my opinion, the lump sum is the better way to go.
