I have trouble with the odds for these raffles as they advertise them. In Pennsylvania, they sell a max of 500,000 tickets, and there are four one million dollar winners. So that means the odds are mathematically equivalent to 125,000 to 1. BUT! what is size of the number pool in the lottery you are playing? if its similiar to the West Va 6/25 thats good. if its a 5/39 Cash 5 thats even better. if its a 6/47 classic type thats awesome. if its the 5/75 1/15 or the 5/69 1/26 Mega or Powerball.... you are the man!!

There is such a thing of over thinking things. Even thought they use two set of methods to generate the numbers, the numbers that come out will still be from the pool of 39. Mandate the use of ball machines. Live Televised/streamed drawings. Increase payout ratios (this one would problably end my tenure in the job quite quickly!) Eliminate pre-tests. Introduce parimutuel payouts (prize pool divided by number of winners) and thereby eliminate blocking of numbers. Negotiate a huge salary, many perks, and a generous golden parachute for myself!
