(Of course, OR, PA, and WA have a lifetime prize in their online games, and Mass/NY have annuity-only scratch-off games.The legislation that Bill Clinton signed in 1998 allowing winners to choose cash or annuity after winning did not go far enough; it should have forced lotteries to offer a cash option on ANY prize (other than lifetime prizes) paid through an annuity.

The reason why almost all winners take the cash option is because with sound financial planning, you can earn way more than the approx. 3% return the annuity has on the cash value. I would take the cash option any day.Some peole will argue that taking the annuity option would be best for people who cant control their spending. But experiences of past winners suggests that just because they take the annuity option doesnt mean they are going to spend less.

If I bought a house, I'd probably take the prize as an annuity. If I take the cash equivalent, the prize would be reduced by two-thirds after taxes. Over the course of a 30-year annuity, deductions and exemptions for the house and the family would shelter about 1 1/2 to 2 million dollars of the annuity from further taxes.
