It is hard enough to match 5/5 or 6/6. What makes you think that anyone should be able to match 12/12 or 0/12 to win $250,000 ??? I am surprised that the Jackpot has even been won 3 times so far !!! The pool of numbers is 1 - 24. To win the 2nd prize [$500], you either have to match 11/12 or 1/12. Again, hard to do !!!
