Bad idea I want to know real people have won and not just some anonymous person. It could be anybody who won, but to make sure there is no fraud we need to know their names and see their faces. IRS scammed with losing lottery tickets
If you won would you be curious what everybody's share of the prize is? It works exactly the same way with the losing tickets. Everybody has an interest that's proportional to their interest in the pool. If you knew the person was planning on using the tickets to commit tax fraud you're at least an accomplice, and possibly a co-conspirator.

Calif. man knew he won $1M but lost the lottery ticket
They know he bought the ticket, by way of the video. Since he came forward, why can't they wait until the day after the deadline, and if no one has come forward with a ticket to claim the prize, give it to him. Remember the case (in Texas?) where a lottery employee was in the video buying the ticket and someone else tried to claim the prize for him? Didn't they end up charging fraud? It all comes down to the greed of the people running the lottery.

Lots of credit card fraud in restaurants. All the major grocery store chains in my area sell lottery tickets, so no reason for me to go to a convenience store. The customer service desks are rarely busy, so I get in and out faster than I could at a convenience store also.

The burden of proof is much less for a grand jury and is usually used to see if there is enough evidence to charge somebody. The defendant has all the same Constitutional Rights regardless of the what is decided in the court of public opinion . You're probably 100% correct on what she should do, but I'm betting she will put up a fight, especially on Welfare fraud.
