Hawaii residents now taxed on Vegas winnings even if they lose
Huh?
A new bill signed into law this month by Gov. Linda Lingle has some frequent Las Vegas visitors and local CPAs scratching their heads.
Under House Bill 1495, no longer will gamblers be able to offset their winnings with their losses for Hawaii state income tax purposes. Previously gamblers would be taxed only on their net winnings, but now they will be taxed on gross winnings.

Conn. AG urges changes before allowing Keno
Attorney General Richard Blumenthal advised Connecticut legislators Monday to amend the state's memoranda of understanding with two federally recognized Indian tribes before attempting to legalize Keno in the state.
He said the proposal to bring Keno to Connecticut, suggested last week by Gov. M. Jodi Rell as a way to raise about $60 million a year in new revenue, could risk the $400 million the casinos provide the state annually in slot machine revenues.

Outlook for online gambling in U.S. discussed at conference

Kentucky Lottery has record revenues
The Kentucky Lottery Corp. had a record $744 million in revenues, or total ticket sales, in the fiscal year ending June 30, according to year-end figures.
The brisk sale of tickets for interactive, scratch-off games offset a decline in tickets sold for online, or computerized, games, including Powerball, Pick 3 and Pick 4.

Indiana Senate approves lottery sell-off
Administration officials worked the back of the Senate chamber Tuesday and managed to secure just enough support to pass Gov. Mitch Daniels' plan to privatize the Hoosier Lottery.
The 27-20 vote comes from a GOP-controlled chamber that is far friendlier to the governor's plans than the Democratic-held House, where Senate Bill 577 heads next.
The legislation authorizes the state to enter into a contract with a private operator to run the lottery for the next 30 years.

Indiana Lottery privitization takes big step forward
Indiana Gov. Mitch Daniels' plan to privatize the state lottery took a major step forward Tuesday when a key Senate fiscal panel narrowly approved the proposal.
The 7-5 vote came after educators and business leaders lined up to support leasing the Hoosier Lottery to a private operator in exchange for $1 billion toward a life sciences initiative and scholarships meant to keep smart Hoosier kids in Indiana.

Lottery foes try to restrict gambling, with little success
Some New York lawmakers want the state to tell lottery-ticket buyers how slim the odds are of winning, and raise the gambling age from 18 to 21 to try to discourage gambling sprees.

N.C. lottery fraud trial puts S.C. Lottery under microscope
The federal trial of Kevin L. Geddings is probing as deeply into his pro-lottery work in South Carolina as it is into his activities leading up to his appointment last year to North Carolina's lottery commission.

New Mexico's lottery spends a far greater percentage on administrative costs than almost any other lottery in the nation, and as a result, risks having to make reductions in the lottery scholarship program if changes aren't made.
