You probably don't remember right after they changed PB there were several jackpots won before it had a chance to build up, and some were claiming PB would soon be gone.
It's random. Random things happen. There will be several rolls to another big jackpot. There will also be several winners in a short time without several rolls. If it was any other way, it wouldn't be random, would it? That WOULD be a problem.

It's silly to even mention PB and MM as potential games, but it might be possible in some of the scratch-off games.
When you think about it, many story I've read about someone beating a gambling game was silly for anyone to think about doing it the way it was done. That's not true, non-residents have won in the past.
Also in the case of EU non-residents whose countries don't participate in the Euromillions they would not be allowed to decline payment because that would put EU citizens of other nations in the position of arbitrarily being treated differently which would be illegal.

I agree.
I play the lottery because I hope I'll get super lucky one day and win. But I don't hold my breath because I know that it's a sucker bet.
All I do know about playing is I will never win if I don't play, so I give myself a miniscule chance by buying tickets. And I play games that have smaller jackpots more than I play MM or PB. If I was ever so lucky to win one million (which really would be less than a million due to state and federal taxes) I'd be very happy.

Bill would allow N.C. lottery winners to remain anonymous
Anonymity is not going to hurt sales nor will it stop fraud. By the way, as few large jackpots that are won in individual states as there are, they can't tell me that an investigative/audit branch of that particular state, can't take a look at the records of the few winners each year for verification of a ticket by someone who is authorized to claim their winning.

Is mega millions worth playing anymore?

That's an excellent analogy with the ball parks and a raffle.
I've always looked at raffles this way, in a lottery game $1 or $2 wins millions, tens of millions, or 100 or hundreds of millions depending on the game and jackpot.
In a raffle, like your example of the NY one where a $10 ticket can win $1M, in essence every dollar wins $100,000. Not bad but as far a 'most bang for the buck' that's whoop tee do as compared to lotto jackpots.

Georgia Lottery launches new Georgia-only lotto game
This Jumbo Bucks Lotto,looks like a Pick 6 game to me.
The other game ,All or Nothing, has 6 numbers to pick, but only has top prize of $250K.
This new game can grow big time jackpots in the long run.

What's your strategy?
When it comes to scratchers for my state, I always look at the top prizes remaining list they post daily on their site before deciding which tickets I'm going to get. If the game is still fairly new (even if a couple jackpots have already been claimed) I will buy 5 - 6 of the tickets depending on how much cash I'm willing to part with. If a game has been sitting for a while (more than 6 months) I am leery of buying a ticket but I will occasionally if I feel a hunch.
I rarely buy entire packs
