How to stay anonymous in states with no anonyminity
Will glady share what i researched long ago.
While 99% of legal name changes are public records and done at local/state level. So anyone can find your new name.
Their is state supreme court legal name changes that are sealed. It's basially do it your self witness protection. From what i can tell pretty much ever state only gives such powers to their state supreme court judges of their state [for obvious reasons to prevent legal abuse, etc.]
It's done by an handful of state law

There's no other jist to comprehend from your overall statement, . other than lottery Officials having knowledge of what the 1st number would be in advance, in order to neutralize players on the 1st number..!!
I'm not in the Industry (whatever you mean by that) as you claim you are...The Lottery is not WHAT I do,.. just something besides What I do that I enjoy..

Ok.. These ticket reviews are prime examples of rigging..what I've been saying all along...
The Lottery Commission's Mainframe computer looks at the payout on your tickets...I only spent $6.00... but it was my key numbers (3,16,25) that made their Mainframe dodge them to keep from paying me possibly the $10 Million jackpot... but for sure to keep from paying what my 6 tickets would've won, even had I not won the Jackpot...!!

I was thinking about 369. I think I read here (I have not read anything by Tesla, yet) that 369 is the Key to the Universe .

So with 3 hours of crunching numbers today and banging my head on this new reduction I did see that if I just done one thing different I would have hit a box at midday. Hoosier Lottery operator facing $3.6M fine for not meeting sales goal

IGT Indiana, the private operator of the Hoosier Lottery, may be required to pay a $3.6 million fine to the state should it not meet its $300 million sales goal a number that seems unobtainable at this point.
The lottery is projected to generate about $295 million to be sent to state coffers, which would include the $3.6 million penalty should they not meet the threshold.
