Can lottery random be predicted?
While it is not very likely that we all will win jackpots then we do have to be right as often as possible, accuracy is important. But you already know all of this even if your post says that you don't. I have always assumed regardless of the method players use to pick their combinations, every combination they played represented their best effort to win. No player goal is to lose or to play combinations they know will lose.

I'm sorry, but what did they expect? If the majority of people were really clamoring for smaller jackpots, state lotteries wouldn't have such a hard time competing with multistate games. Isn't the multiplier number already chosen right afterwards? If so, presumably, the docs is referring to that draw procedure. The current Powerplay feature, in effect, already is a separate game in regards to the administration (ie. California doesn't offer it) and the accounting. I get the sense not much is really changing other than the odds getting much worse, and the multiplier part being adjusted. My guess is they'll start jackpots at $50 million, and increase by the same guaranteed $10

Fair enough. I can see why most people would be indifferent to the smaller jackpots but look at this example: http://www.powerball.com/powerball/winners/2014/071914CA_Long.shtml It's about a guy who won a 60 mil jackpot, which is a smaller jackpot by PB standards. Imagine if he had thought, I'm not going to play this drawing, I'll wait until the jackpot rolls to 100 mil, who knows maybe he would not have won. Texas Lottery suspends sales of Monopoly Millionaires' Club game
If I remember correctly, the first few drawings were also competing with a really high PB and/or MM jackpots at the same time. In any event, the game was poorly marketed to players and to vendors. Kentucky Lottery plans online ticket sales by fall
The year isn't over yet, but the 41% deficit is pretty accurate. Base sales in 2013 were close to $5.4 billion. Of course, it also had sixteen $200+ million jackpots. So far we are at $3.2 billion base for 2014. A record jackpot run could push it over $4 billion but it won't top 2013. Needless to say they aren't going to tolerate this for long. Change is coming for 2015 but I still haven't figured out exactly when yet.
