My understanding of that is because games like mega million and powerball are multi state games, to ensure each state gets its fair share you can only redeem your ticket in the state you bought it from so even though you are from England if you buy a ticket in the US you simply go back to that state to claim your winnings. Man found $1M lottery ticket while raking leaves
I was in Resorts World on Friday 12/27/2013 when the winners were presented their checks from NY Lottery Rep Yolanda Vega. All the news stations were present and this particular guys story was as Yolanda interpreted for him was that he was hired to clean up the yard in LI after hurricane Sandy. He was raking the leaves found the ticket and brought it home to dry. It was a winner, already scratched and in horrible condition. Which game are you hoping will make you a match 5 millionaire? PB for me too. If you're looking for the best odds of winning $1M then PB is the game for you. Some states have the Lotto 6/49 games and I think those are the best odds for winning $1M. Well there are three parts to it: Set-Aside Account (guaranteed starting jackpots, rollovers), Set Prize Reserve Account (guaranteed set prizes), and Prize Reserve Account (grand prizes claims from system errors, emergencies, etc). Something seems fishy to me!
How can I say this politely? Some people have ideas of what makes sense that aren't well supported by reality. There used to be a guy here who thought that if a winner was sold in his state he'd have a better chance for the next jackpot by buying his tickets in a different state, because he figured it was unlikely that the next winner would be sold in the same state. I think the reserve is figured before they put money towards the prize pool. The official rules aren't quite written in legalese, but a lot of the phrasing isn't especially clear. At any rate, the rules do seem to be pretty clear that whatever is allocated to the prize pool from sales is the minimum amount for the jackpot.
