Well, we can hope they may change. I think they will see a drop in ticket sales as players realize that jackpots are not climbing as high as they once were. The game will just not be as compelling. My understanding is that previously 50% of ticket sales went into the prize pool. So it seems that they were overfunding the prize pool if ticket sales normally ranged from 1.2 to 1.9 million per draw (after deducting expenses). I'm not sure what the percentage is now, but it must be less that 50.

It's very true that nothing draws players in like having sold a jackpot winner, but in Illinois anyway it seems tickets sold at grocery chain stores don't win jackpots too often. Would you consider moving to a State that produces multiple MM/ PB winners if yours is a dry well?
Another consideration is the number of players in that state that win life changing jackpots. If 5 million play and on average 5 win a jackpot each year, you're not exactly increasing your odds by moving there. I bought MM tickets in another state at a store across the street from the store that sold a $200 million plus jackpot winner for that drawing. What are the chances we'll see a worldwide lottery someday?
Very true, the temptation for some type of fraud would be enormous given the amount of money that would be involved. There would no doubt need to be a good deal of safeguards and regulation in place to oversee operations for a game like that. It certainly would be an exciting game in reality. With true worldwide participation the jackpots could start in the quarter billion range and go up from there. It would be like the recent Powerball frenzy for EVERY drawing.

In CA pari-mutuel jackpots games, there is a fixed percentage for those top prize tiers, and if nothing is won, the amount rolls over to the next draw. For Mega Millions, its about 5.5% of revenue for the 5/5 prize tier. So with an average of $3,000,000 revenue for MM, that's about $165,000. We don't know what the revenue will be for Powerball, or the 5/5 prize tier share. But if we assume it will have the same number of picks/plays of 3,000,000 for PB, then you have $6,000,000 revenue.
