I agree with the others I would not do it. For each of the past 10 years I have had between 5,000-10,000 in taxable winnings from casinos and between 5,000 -10,000 in taxable lottery winnings. You can claim a loss on your tax forms up to 100% of your gambling winnings and I do that each year. So they may take the tax at cash in but you should get a refund on yout tax return if you do it this way of course it depends on your income and many others things if you get a refund. I play several games, and usually pick up my tickets every Monday and Thursday. Because I incorporate QP's into my matrix, getting a multi-draw would not fit into my present scheme, to win all these jackpots. I would imagine a good number of the serious players who wheel their numbers, would also fall into this category.

You know my mantra: Everything works once. Well these states do hog up most of the jackpots but the point here is that they have a higher population out of which a greater number play the game and consequently fund those very JPs they win. I only ask for 10% off the top - lol

Actually, there are plenty of people who have won jackpots here without buying tickets. Oddly enough, they all worked in or owned convenience stores. Most of them moved back to India, Pakistan and Nepal immediately after winning. Homesick, I guess.
