To resolve this problem we have to specially mark the Matching Condition Combinations as Included and Excluded.
The Included is the initial Random Selection.
The Excluded are the those combinations that have a similar Win Condition as the initial Included Random Selection.
When we're finished selecting all the Matching Condition Combninations, we check to see if we covered all the Pool Numbers.
If we did not get all the Pool Numbers covered, we can Randomly select any of the Excluded Matching Condition Combinations that have all of our Missing Pool Numbers.
Then do the same thing by completing the Missing Pool Number by randomly selecting any other Pool numbers to fill out the Missing Pool Combination.
This will complete the Wheel and satisfy all our settings of Set, Pick, Match, and Win.

They are color marked to show the Included, Excluded, and Randomly Selected Missing Pool Combination.
