Well, that was interesting... I decided to take a look at the rundowns first because I can do those in a spreadsheet fairly easily.
To simplify life, I looked at straights only. Including the boxed numbers adds so much complexity that I'd have to write code to handle the job, but I can do the straights in a spreadsheet, which is exactly what I did. The results surprised me. They may surprise some others here, too. Here is what actually happened in the Virginia numbers this year:
------------------------------------------
Day Separately Plus Night Separately - 5 Straight Hits using 123 rundown
Day/Night Consecutively - 3 Straight Hits using 123 rundown
------------------------------------------
Day Separately Plus Night Separately - 9 Straight Hits using 313 rundown
Day/Night Consecutively - 5 Straight Hits using 313 rundown
------------------------------------------
Day Separately Plus Night Separately - 10 Straight Hits using 317 rundown
Day/Night Consecutively - 6 Straight Hits using 317 rundown
Apparently, regarding the Day and Night draws as separate lotteries and then combining their results is superior to the Day/Night consecutive results for the purpose of the 123, 313 and 317 Rundown workups. Blow me down! I would have bet $$$ against that. I was wrong! MikeinMotley was right and I was wrong.

None of these strategies would have resulted in winning money, however, in the case of the 123, 313, and 317 Rundown workups, treating the Day and Night separately would have resulted in in more straight hits than playing the Day/Night consecutive numbers.
PLEASE NOTE: These results have not been verified.
