Powerball jackpot in the billions?
Will PB? Probably not
Will MM post October? Maybe
MM will change in October and have worse odds and lower payouts than PB for the same price so it'll easily have a massive roll cycle like what happened last summer where it just rolled and rolled. It managed to achieve nearly 400 Million in cash using 1/259 Million odds, 15 megaballs and a $1 ticket. under the new changes that would easily have been 900 Million Cash which would generate a jackpot of $1.7 Billionish.

Wonka Golden Ticket 1 billion 2nd chance
The Texas Willy Wonka Golden ticket the odds for $10,000 are 1 in 480,000. The odds for $1000 are 1 in 13,000. We don't have a $500 prize on that ticket.
But I think the billion dollar chance is extremely remote.
On a side note, scratchers are becoming so popular, maybe PB and MM should just change over to $100 scratch off tickets. Heck, Texas already has some $50 tickets.

Is Michigan RNG looting?
Yes, payoffs are irrelevant in calculating the odds.
However, the Daily Keno is a $1 game and the Poker lotto is a $2 game and they both have roughly 2,500,000 to one odds for their top prizes-
$1 for 250k for Daily Keno or $2 for 100K for the Poker Lotto

Off topic, but to say Obama won the lottery in 2008 by becoming president and comparing it to simply playing the lottery is a bit misguided.

On the contrary, many players do, which is a dilemma for lotteries overly reliant on PB and MM. More savvy lotteries are increasingly pushing in-state jackpot and regional numbers games, such as Cash4Life, etc. While most occasional, casual lottery players will play MM / PB with little regard to price nor a care in the world of the odds, regular players are the ones the lottery needs to bring in and retain day to day, week to week to keep the cash flowing in at a steady pace.

I didnt play PB until 2 years ago because of the $2 price. But then i noticed in the winter/spring of 2015 people were hitting PN jackpots with a lot more frequency than MM. I think the average was about 1x a month which was enough to sell me. Now that all stopped when they messed with the odds. The new version is pretty much the same in a different layout. It has a keysort in it, that that won't make much of a difference. The book is rather publicity for SL software than a book. The mathematics in the book can easily be done in Excel, or you even find it on wikipedia, ready to print. The program does show percentages, but if you can't use them, they won't help. Scratch off odds question
From a purely mathematical standpoint, not factoring in variables (such as the prize was carelessly thrown away), your odds would be whatever the original odds were, divided by 6. Now, obviously there are a ton of other variables including the remains jackpot's range (which would be a close guesstimate) all the way up to how many partial books were destroyed? Or how many full books never sold? Only someone with a good bit of inside knowledge could help you with that.

Why Powerball?
It's easier to win 1 thru 68 than 1 thru 75: PB wins
It's easier to win 1 thru 15 than 1 thru 26: Mega wins
It's easier to win a 5/68 and a 5/75 than even a 6/45: both mega and power beat the Overall odds of the average 6 number state lottery.
