I like the idea.... I live in New York, and not very far from the Connecticut border. Twice per year, CT has been running a raffle called SuperDraw. Top prize is 1 million dollars to just one winner, and the nice thing is a max of just 275,000 tickets at $10 each are sold. That said, it could be less than that if they dont sell out all of the tickets prior to the draw date. I've been playing it since Fall of 2012. I do fairly well in raffles but I am not too sure about this raffle. It seems like the raffles that they have in MA which stink to high heavens. I like traditional raffles. The kind that have a fixed number of tickets and fixed number of winners, like the PA Millionaire raffle that they hold 2 times a year.

In theory, they can do the raffle draws with the same kind of bouncey ping pong ball machines used for pick3/4, just have one for each digit of raffle number.
The problem with ping pong balls is they will come up with any possible number within the perimeters whether that number of tickets were sold or not. They would have to limit the number of tickets to a multiple of 10 and sell every one of them.

I see your points, too.
There's a term in gambling called relative to the buy in, and along those lines a raffle top prize couldn't touch a lottery jackpot.
Maybr some state will get really innovative and conduct a raffle where there's options of buying from $1 to $10 or $20 worth........and each dollar would win so much. But that's not really good for hyping a raffle.
