What is a lottery system? What distinguishes a lottery system from guesses, dreams and quick picks?
So we could express the odds by saying 1/3:30 X 1/3 (or 1/2):30 X 1/3 (or 1/2), (or 1/1):30?
I don't know if that would work. I've never tried calculating the odds that way.
The reason we divide by 3!, which equals 6, is because we don't have to match the order the numbers are drawn in. If we did, then it would be 1 in 24,360. The lottery sorts the numbers chosen from the same pool from least to greatest. For example to calculate for Hoosier Lotto it's:
(48*47*46*45*44*43)/6! = 8,8

$151 Million: Lottery riches up for grabs in Mega Millions game

just as i stated before most of these JP wins are aquired at the hands of low dollar output QP's.
and that's what i was preaching to the LP choir about........have fun with it, play within your means, and for crying out loud QUIT acting so desperate by throwing a bunch of money at something that really involves the fate quotient, with odds like that attached to it.

Lucky and unlucky Scratch-off ticket numbers
I don't think we have any such formula in GA. Have you actually found that law that outlines the formula? I would be curious if we have such a law on the books. You say you are pretty sure that there was 9 losers in a row, but what none of us knows is if there wasn't a big winner, such as a $500 winner in that pack. I pulled out the actual losers that I found in the trash. It isn't as bad as I remembered, but pretty bad. 004-008 lost, 009 was missing, and 010 lost. I assume 009 was a winner, but

$750,000 Winner - Jingle Jumbo Bucks - 2010
If you had kept the winning tickets, or at the very least memorized or written down the ticket numbers, you would have known that the tickets had been played since you left the store. Never be afraid to ask the cashier what the ticket numbers are. I have found that I won on #017 and #007 on a sigle roll, so that would lead me to the conclusion that #12 was most likely a winner as well, and I wish I had bought it. Seems odd to lose for a week straight on a ticket that wins somewhat regularly. I have never purchased more than 3 tickets straight without a winner, on any other days, but then again, I have never purchased more than 4 of those in a row. There doesn't seem like much reason to buy a lot at a time, if you are only going to get your money back.
Would you advise buying more tickets from the roll that had the $40 winner? One line of thinking is that the roll is less likely to have many more prize

CarHauler it is very interesting how you break down the odds, and very helpful.
I live in TN where we have many of the same games GA has but with less payouts. The odds sound roughly the same though.
How long have you guys had Jumbo Jumbo bucks? You said it has a 500,000 payout...here in TN it would probably just have around 200 or 250,000.
We do get the Jingle Jumbo bucks (or we have the last 2 years) and I think it has the best odds but only comes around this time of year. I played it
