I can't speak for Michigan, but I know Missouri has numerous procedures to prevent tampering. Even though employees undergo background checks, they employ security divisions to identify and eliminate new ways to cheat. The Lottery's very existence depends on maintaining integrity, which is the main reason most are state agencies in the first place. Even though you find a few bad apples, I'd say most are pretty vigilant about preventing fraud.

Signing the ticket would certainly prevent somebody else from cashing it, but at the very least the lottery office will do a thorough security check before paying anyone else who presents the ticket. Whether a confirmation ticket is issued or not, if a winning ticket is scanned in a lottery terminal the lottery should have a record that identifies that ticket, along with when and where it was scanned. Lottery winner loses ticket, awarded unspent portion from couple who found it
The trick is to say you found some money but not specify how much, really weeds out the dishonest people, obviously there's probable exceptions like if it's a buck or two that most likely aren't going to be missed at all. Owners of lost winning tickets aren't something that would be too hard to find. Especially when so many places have security cameras now days, never mind if someone actually takes and keeps their receipts.

Well one would deduce that a gated community would provide more safety and privacy and much cheaper than having your own security team. I can definitely see the logic behind it. I would certainly consider a move like that but have the sense enough to keep up with my dues!
