Since I'm already retired and my pension plus social security is not enough to meet my normal annual needs, I typically make a few partial withdrawals from my IRAs each year in whatever amount is necessary to meet normal living expenses. In the event of a win of a few thousand dollars, I'd spend it on routine living, but in so doing I'd simply withdraw that much less from my IRA that year.

8-time B.C. Lottery winner has history of fraud
A Kamloops store clerk who won the lottery eight times over the past five years was convicted of fraud in 2001. No, it can't be cashed twice. It is cashed using the ticket's barcode so one barcode to a ticket. Tearing them up lets the clerk know that the ticket has been cashed. Some places will keep and staple all winners 50.00 and over. The little ones (less than 50) can be torn up as a sort of security measure or better yet to keep some rip off artists from trying to cash it in twice.
