They have no control over whether someone wins the jackpot. The Powerball people can control the odds, and they did change it a few years ago, but they don't pick a winner behind some magic curtain.

I don't understand how these repeats are still paying out over 100,000$ per repeat. I thought the payout would drop because of the odds of a repeat happening (other than the standard 1:1000, 3:1000, and 3:500).

Have you figured the odds of matching 10of80 in the pick 10 game? They are worst than winning a PB or MM jackpot and pay a lot less. Some top predictors have done well playing Texas and Georgia's All or Nothing, a 12/24 game which is similar to New York's Pick 10 game.

Those 292 and 302 million to one odds, isn't much of chance. Think about it, every single person in the country over 18 could by one ticket and there would still be 50-60 million unsold combos left over.
