I wonder if lotteries have similar rules in case players discover a flaw in their games that can be exploited? I've read they suspect players who continue to beat the odds of cheating but usually can't prove it without their cooperation.

Isn't it obvious? If you make a list of the last 2000 or more drawings of any pick3 or pick4 drawing you'll notice several combinations have hit several times while others have never hit at all. I suspect the same would be true of jackpot games if the list was long enough. A player would just have to find the uniqueness of the groups of winners and he could improve his odds of winning.

Scratcher Tickets Poll
Calif has ruined scratchers. They cut back on the number of large jackpots for each game for what they claim are more smaller prizes. But the odds are not great for the smaller prizes and they are palty. They had an end of each game drawing for the top prize but they did a way with that, too. I stopped playing all scratchers. Even the graphics look less than enticing.

Is it easier to win pick 3 or pick 4 in your own experience?
It's obvious because of the odds, it's easier to win pick-3 and should be just as obvious players win more playing pick-4. I make multiple bets on pick-4 straight and box so my winnings are much more than the same pick-3 multiple bets.

Virginia: I would add a 2-ball and 5-ball numbers game like Pennsylvania and Florida have. I would also increase the lower-tier prize payouts on jackpot games to at least 25% of the odds.
