First off, I think that any $20 ticket that does not guarentee you a prize is not worth playing at all.Second, PA is holding a $20 raffle for a $1 million top prize. NY is holding a $2 raffle with a top prize of $50 million. What the hell was PA thinking?So here's my take on the issue. Go out and buy a ticket! They call it a $93 million jackpot, $40 odd million of which doesn't exist today. Won't exist unless they draw the interest they predict.A person can't raffle off a horse that he plans to buy with the proceeds he gets from the raffle.
