If you think the odds are too high, then how would you explain the two MM wins on 3/25 (20mill) and 4/4 (30mill). That took everyone by surprise and probably got the folks at the MUSL real nervous.

I didn't expect a different answer really given your blind belief lottery draws in a barrel are completely random events, I don't blame you most people believe that for granted. You didn't even bother to do the maths, perhaps you get confused with the astronomical odds beaten. It's ok, nothing to worry about. All I can say then, my clients are really very very lucky every so often. At least they smile

The lottery does not need to even out the odds because the chances of you winning are already even no matter which state you are from. That is the way it should be. No changes need to be made.

You have posted this before I don't understand why you are so worried about what states win. If I don't have the winning ticket in my hand it doesn't make me feel any better if someone in my state wins. The lottery must remain random or we would all have to stop playing. Play your state lottery the odds of someone winning from your state will be greater.

One Day: I can see a Law Firm going to bat for a winner of a $200 mil jackpot being told you cannot collect simply because you live under the same roof as the Lottery official. The argument could be made that in this case, the Lottery is under the assumption that winning the jackpot is not random, given the odds.
