N.J. man charged in $10K lottery scam on 84-year-old woman
A New Jersey man tricked an 84-year-old woman into handing over more than $10,000 after telling her she won a lottery, but needed to pay the taxes on the winnings in advance, authorities said.
Earl Alton Smith, 40, convinced the Canandaigua, New York, resident to give him a $5,000 check and one totaling $5,500 in October, New York State Police said in a statement.

1) If you want to smell a rat, anyone can see the odor in California here. Not paying out winners is like the off-shore online casino that takes months to pay out, if at all. States tax huge taxes out of winners after making the huge odds to win.

UPS worker busts up lottery scam
An alert New York UPS employee is credited with saving an elderly Iowa woman from losing thousands of dollars in cash.

I got a scam text over the weekend. Here's the interesting part, it's claiming to be someone representing Marie Holmes. It says this:

Lottery scam victim lost life savings
Let me get this straight: $32,000 is every single penny you have in the world. It's not in an insured bank account collecting interest, it's not even in a safety deposit box. Florida couple duped by lottery scammers
Something just doesn't add up here.
I mean, how naive do you have to be to believe that yarn? For one thing, I don't know of any restriction on non-citizens cashing lottery tickets, outside of the possibility that they might have to pay higher taxes or duties on the winnings than a citizen would. And if you are helping someone to evade (not avoid*) taxes for a fee, I am fairly certain that you are committing a felony by doing so.

I don't think something like Powerball needs to be rigged since even with millions of people playing, the possible combinations of numbers are also in the millions. That is why even with millions of people playing different combos of numbers no one manages to win. Scratch off tickets, on the other hand, I believe can and are rigged, at least in Florida. How is this not a massive fraud by the Florida Lottery?
So, after posting my question about the disappearing prizes on the Florida Lottery Instagram account appearing on their main page, their response was not to answer the question but to block my account and drop me as a follower on the Instagram page.
