There used to be a site called Rollling Good Times On the River. It was run by some people in St. Louis and came into being with the casino river boats but they completely changed gears and changed their site to other intersts.

I define random as each number or digit having an equal chance of being drawn so that each combination (whether is was drawn the night before or never drawn) has an equal chance. Now if in fact your state lottery is filtering out some combinations, the drawing is not random so you should take that proof to whoever oversees your state lottery.

Worker accused of stealing winning Oregon lottery ticket
An investigation by Oregon State Police Lottery Security Section detectives has led to the arrest of a Springfield man who allegedly stole a winning $50,000 scratch-it ticket from the victim at a Springfield restaurant.
The suspect was arrested when he came to lottery headquarters to claim the $50,000 prize.
Oregon State Police was contacted by the victim, a 37-year old Kooskia, Idaho resident, on December 26th, reporting the theft that day of a winning Oregon Lottery scratch-it ticket. Li

Ownership of $1M winning lottery ticket in question
The $1 million winning ticket from Saturday night's draw was presented to Idaho Lottery officials for payment Tuesday, but the prize has not been paid out yet.
Lottery officials authenticated the ticket as being the winner and are in possession of the ticket. However, the ownership of the ticket is still in question.
We are working toward a swift conclusion regarding this matter, said Jeff Anderson, Idaho Lottery Director. We will have a resolution by the end of the week.
