I don't understand your contempt towards Jade, rad242. It's supposed to be a GOOD thing to only spend a dollar a week to treat one's self to a dream. It's an impulse buy, but it's a controlled impulse buy. Much better than the sad cases of people spending half their paycheck (or disability, or social security) on scratch-offs and drawings hoping that this time they'll hit it big and won't have to worry about anything ever again.

Lotteries hit record profits last year
I like the national lottery idea but the word deduction scares the hell out of me.
FDR said there was gonna be a deduction for Social Security and the money would be placed in a seperate account and it would never be touched for anything but our retirement.
The truth?
Our government stole all the money out of the Social Security fund and pissed it away.
It's now the biggest ponzi scheme in the world.

Maryland liquor store owner charged in lottery scam
A lottery security investigator, acting on a tip, took a winning ticket to Ross Liquors, but was told the ticket was not a winning number.
Police said when Stone scanned it, the lottery terminal made a loud noise, which is normal when a winning ticket is cashed in.
Maybe I am being a little slow, but, I gotta ask.......

Finding a lottery ticket
You've misunderstood the meaning of the stuff that's written on the back of the ticket because you don't understand what a bearer instrument is. Lottery tickets are personal property, just like many other things for which ownership isn't registered (ever hear of cash?), and the owner doesn't lose their ownership interest simply because they lose or misplace the property they own.
