New Lottery
Myself, I don't play the large jackpot lotteries to win a hundred bucks and I don't think anyone else does either. If the ticket sales were large enough they could easily give several million dollar secondary prizes. That would greatly increase your odds of winning a significant prize. If you had a jackpot worth $200 million, why not reduce the jackpot to $100 million, and have 20, $5million secondary prizes.

I'm not really worried about the state maintaining their margin. However, if you sold tickets around the world (internet) your could raise the stakes for everyone and still give better odds. I'm surprised you're concerned about the states take and not about your's.

New Lottery
State lotteries are looking for ways to increase their sales to get get more profits for their state because they already get around a 50% return on most of their games. While larger jackpots in games like PB and MM help states get larger sales, I don't see how offering better odds would help them maintain their profit margin unless the spike in sales was extraordinarily higher.

You, your state's lottery director!
I wish Georgia Five would be structured like the Pennsylvania Quinto rather than have completely arbitrary win patterns and payouts that are unacceptably and obscenely unfair to the player. To cite an extreme case, the odds of matching the first three and the last digit are 1 in 11,111, but the payout is $21! I felt like writing a letter of complaint to the Georgia Lottery about the payouts for that game.

Which is easier pick 3 or 4
P3 is probably easier, I played it heavy a few years ago, but now that Tx has Daily 4, I play it once or twice a week. What I like about it is that I'll drop $10 on a number straight, to try for $50k. (Yeah I've played and hit boxed, but that's boring). 10,000 to 1 odds to hit straight. Hard? Yes. But not as hard as hitting for $10k on MM or PB.

What's with NY Sweet Million??
I just read on a web-site that lotteries say pick your own and QP's win 50/50, but 80% of players use QP's and win 50% of the time, but only 20% pick their own numbers and win 50% of the time, so the odds of winning are really much better if you pick your own numbers, so I will stop buying QP's all the time and pick some of my own numbers (as I used to do), like some posters here have told me to do!

Ohio Classic Lotto jackpot looking good again
Now that MegaMillions jackpot is $25M and PowerBall jackpot reset to $20M and Ohio Classic Lotto jackpot has grown to $13.2M with odds of 1:14M, it starting to look good again. I may play a few lines Monday.

Occasionally I wll put ten bucks on PICK4 straight number, the odds are 1 out of 10,000 that I can win $50,000 with a $10.00 bet, I bet that beats the odds of winning $50,000 on a slot machine, and a slot player spends much more money than $10.00 trying to win the big jackpot on the slots.
