I'm not speaking of the lottery being rigged in the same way as was done in Pennsylvania. It's certainly not rigged each and every week for one specific person to win. It is however rigged so that the prize money is distributed evenly in all regions. It is rigged to make sure that any one single person does not win multiples of the same prize level from the same drawing. Changing the 2nd place odds from 3.9 million to 18.4 million is insane. There are many in state lotteries that pay out much more with better odds. This will certainly drive away many individuals who consider the odds prior to participating. Sure there are some who couldn't care less....the big jackpot is all they care about.
