Well, the average person doesn't look at nor care what the odds are so yeah, when it gets up to those big, attention grabbing jackpot levels everyone is going to want a chance. Just like when Mega Millions got up to 370M last year and sold 212M in tickets which bumped the final jackpot up another 20 million.

I'm sure there are people out there who favor even higher astronomical odds just to see an unbelievably high jackpot reached. That's nice but it will only matter to the one or few people who actually win it. For the majority of players it will put winning the jackpot even more out of reach. Even lower prize amounts will be harder to win which makes playing less fun.

In January, when Florida joins Powerball. The starting jackpot will be $20,000,000. The odds will increase from 1 in 146,000,000 to 1 in 195,000,000. Have a ball trying to win that jackpot.

Personally I like Lotto Buster although the similarity to my screen name is purely coincidental. :) It's useful for picking up trends when using the Pattern Picks selection. They all have their limitations though, I've yet to find one program that predicts winning numbers greater than what the odds would give you if you just determined them randomly.

After Florida joins and the odds increase, I expect Powerball to make it to $390M, at which point it will be won. Several months later, we will see the first $400M+ jackpot.

It just depends, even if there were $200,000,000 in tickets sold for one drawing it doesn't mean all the combinations are bought since there will probably be millions of combinations shared by multiple people though the odds of someone winning are very likely just because of how many tickets are out there. I doubt if he lost the whole $100 because Florida Fantasy5 is a 5/36 game which pay for a match2 and the overall odds of winning something is better than 1:8. He just didn't win the jackpot which is not unique.

This game looks very similar to the pick3 games in the US but only use two sets of numbers 0-9 instead of three. With odds of 1:100, the payouts couldn't be very much. Although it's not mentioned in the challenge, it's unlikely playing more than a couple of lines per drawing could be profitable. Also not mentioned in the challenge is what are the parameters that the results of the program must meet to be considered a winning system other than just winning more than it cost to play.
