they will pay. just when is the question. rather hold a winning ticket i.o.u. than a stack of losing tickets any day. maybe they will pay interest (doubtful). probably could use i.o.u. as collateral to get bank loan at low interest if money is needed immediately. not the end of the world for the winners holding i.o.u.'s. like waiting for your tax refund. it never comes when you want it but shows up in mail eventually. frustrating, i'm sure for the ticket holders but no reason to stop playing bec

Than they should do that with Mexico/South America, Africa, Australia, Asia and Europe. A lot of scammers are from all over the world. I get emails that are so clever it take a person with common sense to see they're from scam artists. I even got one from a reputable USA company and contact them by sending that email to confirm whether they sent it or not. I wouldn't classify wheels as a system, but successful with some of the wheels on LP. It doesn't matter if you believe it's a scam because you clearly showed your ignorance of wheeling. One simple rule: You should NEVER have to pay one single cent for anything you have won or that is advertised as free. If anyone says you have won something or says it is free, and you have to pay even one cent, then there is a 100% chance it is a scam. While we are on the subject of scams, the second rule is: Treat ALL unsolicited emails and phone calls as scams.
