A static list is usually hot then cold then hot again like that. You can't expect the same degree of results each drawing. It may do 2/6s (or worse) several drawings in a row before dropping a 5/6 bomb

Hoosier Lotto in a dry spell
Without knowing the numbers of people playing the pick4 game, that's hard to say. When comparing the Hoosier Lotto game with the Ohio Classic Lotto game, I assumed if the number of payouts were greater than the number or players must be greater too since the both games have similar odds of winning. Judging from the number of smaller payouts(box hits), there's not a lot people playing the pick4 game in Indiana.

They could just stop the game all together and sell about the same number of tickets as with your scheme. If you want a game with odds of about 1 in 10 million and prizes that are small, there are already plenty of choices.

Colorado chalks up its first Powerball winner
I know what's the deal?! It's almost the same thing for the Mega Millions, it keeps hitting, which to me is just strange given the odds. If this keeps happening, a ball or two should be added to help make the game a bit exciting again. If I want a 20 million dollar jackpot, I could play my local lotto. I want 100 million dollar jackpots when I play the megamillions or powerball.

Believe me folks, if there was a foolproof way to win the lottery, the lottery would cease to exist.
All we can do is try things to lessen the odds in our favor, but as I have said ad nauseum, there isn't much difference (to me) between 1/146 million and 1/20 million.. or even 1/one million. Luck is either with you, or not.

How best to eliminate numbers from VA Pick 5/34
Each lottery is different but I look at how the numbers eliminate themselves. How often do they repeat? If they don't usually repeat for a couple of drawings then simply eliminating numbers in the previous two drawings will eliminate 10 numbers. Even if one repeat your odds of matching 4 are better with 24 numbers than with 34 numbers.
