the average lottery player
Luminus says: with the right tools, it can be beaten. That is a good positive attitude! I agree. Most people don't spend much time on trying to understand odds, and for that matter much of anything else, unless it affects them directly. LOL jarasan

would you pay 2 dollars for a ticket......
No I wouldn't pay 2 bucks per-line! I don't do power play when playing powerball now. So why in the world would I pay twice as much per-line to play a game that has odds that are stacked so high against me as it is? I wouldn't. A dollar a line is a fair price, but two dollars is just plain greedy.

Should the lottery offer "Hot Picks"...
According to the lotteries all the winning numbers are picked randomly and have the same chance of coming up every drawing so there aren't any hot or cold numbers as far as they are concerned, if they offered hot picks they would be suggesting something different. If a player thinks some numbers are hotter than others or some are over due to come up then he has the option of filling out a play-slip and playing those numbers. If a player wants to better his odds of winning he has the option of

Pennsylvania Is Lowering Payouts
And not only that, as I've been saying, the hit rate (odds of winning on any ticket) are slowly increasing. for all denominations. Pretty soon, those $1 tickets are going to crack 1 in 5. There's hardly anything better than 1 in 4 nowadays.

degree of certanty
That Point of Certainty (odds times 9) usually puts you into the DC = 99.99%. It does seem true most of the time. Perhaps it would be better to call it a point of forthcoming certainty ...that would be the entire range of odds times 9 to 12. But with even 50/50 chances, this can be into up into the low 20's (anomalous as it is) even though 12 to 14 is the normal max. Here's one that screws it all up: Anything that has a 10% chance has a 99.9999999999999% chance of occurring within 32

MM used and unused
Looking at the last 185 drawings since the matrix change, 66% of all numbers drawn had hit in the previous 12 drawings and 15% or 28 of the winning combinations had all numbers that had hit in the previous 12 drawings, however I haven't been able to improve my odds of winning with this information. So far I haven't found any unique group of numbers that contain more winning numbers than another other group of the same size and I'm not only checking previous hits but also the amount of previous

If I reduce the MM or PB number pool by half and play 3o2e/3e2o...(?)
During the last 400 PB drawings (58%)233 times none of the winning numbers were in the previous drawing, (36%)145 times one of the winning numbers were in the previous drawing, (5%)21 times two of the winning numbers were in the previous drawing and one time three of the numbers were in the previous drawing. No need to calculate the odds when you can look at actual results.

If I reduce the MM or PB number pool by half and play 3o2e/3e2o...(?)
The odds that any one number will turn up in a PB drawing are 5 in 55. That means there's about a 9% chance that the first number from the previous drawing will repeat. It also means there's about a 9% chance that the second number will repeat. Ditto for numbers 3, 4 5. Add it up and there's better than a 45% chance that one of the numbers will repeat. That's close enough to call it 50/50 when discussing it in general terms.

Choosing your 4 #'s
There is a statistic that 70% of Power Ball wagers are quick picks, but I haven't seen Pick-3 and Pick-4 quick pick statistics. I started playing the Pick-3 in 1979 and have never bought a quick pick or talked to anybody that consistently buys quick picks. The only reason I would buy a quick pick is for the action, a chance to win knowing that any 3-digit number may be drawn. People play birthdates, anniversaries, phone numbers, license plate numbers, etc. because those numbers mean something to
