In theory, each subset of the game (3,800,000 tickets / 126,667 rolls) would pay for itself. The single $5MM prize and 3.33 $1MM prizes, so it should not matter where the prize falls - in theory. Whether they manipulate it to fall a certain place we don't know, but as I've said before, I doubt they do. The process should be as random as possible for security reasons. From what it seems, GPs tend to fall within the middle of the pack of each subset.. which is where my numbers come from.

There goes that word again. Social security and the big govts. You're absolutely right. Can she find something to do with passive income? Instead of relying on investco or fidelity or anything like that.

I've given up on expecting gas station/convenient store clerks to accurately run play slips, replay tickets, and/or cash winning tickets so I try to only play at places where I know the clerks are experienced and trustworthy. The occasional players are more likely to be cheated by the same clerks and stores I avoid, but other than the stings lottery security run, there isn't much they can do to prevent fraud.
