Random Skew Vs Bias
Games like WV Cash25(6/25) and OH Rolling Cash5(5/39) which favors odds numbers have more odd numbers in their number pools which may be why more odd numbers come up. My rule of thumb is several small random samples of a number pool will have the same mix as the whole number pool.

Well, consider that there are 100 counties in NC, each filled with numerous ticket retailers. The average scratch-off ticket has about 5-20 top prizes. Your odds of getting that big jackpot prize are fairly slim. There are plenty of other monetary prizes to win, but again, they are scattered across the entire length of NC, with the smallest prizes the most plentiful.
