The Meaning of Random Drawing
It's random. No matter how many times I do it will always be random. Unless I peek or somehow am able to feel the raised portion of the numbers through my finger tips. I have no way of knowing what cap has what number nor am I able to influence which cap will be drawn. They designed the ball machines to act in a random way. Well it looks like the odds of both rolling are pretty bad. Mega failed to break 300 yet again. Probably won't for this year. Since NC is live July 1 it would be more ironic if it hit another record right before anyone in NC could play for it without making a long drive or playing on the internet.

Actually, I don't know of any circumstances in which annuity would be appropriate. If someone is bad at managing money, odds are he or she will just borrow against the annuity anyway instead of blowing the lump sum.

$400 million jackpot
With increasing interest rates it's possible. At a 50% cash to annuity level Euromillions was already above it since it hit $219 Million cash but I don't think Euromillions will get that high again in the next 2-6 years without a matrix and rule change. Considering the extremely high odds of Megamillions is should have gotten there by now. It seems cursed to offer low prizes however.

Is it legal...
If the 0 is eliminated the odds would be 1:729 instead of 1:1000 for pick 3. It would be a loosing propostion to offer $900 as a payout. A 90% payout would be $656 for a game without a zero.

Michigan & Ohio
CASH Only, my vote is for yes. Ohio isn't doing so well with LOP and Michigan isn't doing well in their own lottery. Therefore, they should join together to have a lotto game. The game is 6 numbers ($1) to win a jackpot. X is the number of numbers they must draw in order for odds to win a jackpot to exceed the population of Michigan and Ohio.
