I would also switch the match 4 and match 3+1 prizes, since it's slightly easier to match 4 than it is to match 3+1. Adopting DrEw's prize structure would give only 4.03% of the prize pool to the jackpot winner. Under a 50% return rate, this means only $0.02 of every $1 played would go to the jackpot, which sort of defeats the purpose of a high rolling jackpot game. BTW, the odds of matching 0+1 under a 6/48 + 1/20 matrix are 1 in 46.79.

Merging Powerball and Mega Millions?
Personally, I like having two separate games, rather than one big game. Also, I think at some point the laws of diminishing returns kicks in. The odds get so high that the effect of a larger player base matters less.

Imagine if the two combined into one giant, truly national lottery.Make the odds 1 in 250 million or something along those lines.Make the Jackpots start at 30 million, possibly climbing up to 500 or 600 million.They could call it Mega Ball.Good idea?

Just goes to show you...when it comes to the obscene-odds jackpot games, don't waste too much time trying to anticipate the numbers that will be drawn. Use any 5 or 6....they stand just as good a chance as any researching you can do. I only wish I had seen that fortune cookie.
