Yes, I'm sure they just meant that they don't deduct it from your check on the lower amounts.
The lottery isn't the IRS, and most of them won't even pretend to know what your tax burden will be. All they know is what they take out of your check. If they wrote down your social security number, they WILL report it to uncle sam, and you will get a form next year for tax purposes.

This is just much ado about nothing. Little ol'Willie, appears to have delusions of grandeur, talking about himself, in the same breath, with Faith Hill and Tim. For a guy who claims that they are bugging him, he sure has an uncanny way of making himself available. Good question. I'm not sure, but according to the lotto officials, you are responsible for keeping your ticket(s) safe and sigining it. If you say you found the ticket, which I personally wouldn't do, and the only way to prove who bought the ticket is to go over security cameras from the store. Powerball and Mega random number picking??
Its random alright, if there was a set pattern to winning these games-the lotteries would not be able to function on a profit basis.Imagine if you will if everyone entering a Casino kept hitting the million dollar jackpots, security would be combing the floor, they would shut down those machines and deem them malfunctioning, why?- because they would say its not normal to be hitting the winner as frequently as they are.

Some time back there was a state lottery scam where it was done in full view. What they did was the balls are only suppose to be 1/10 off of weight from each other. Weighed before being placed in the machine. And replaced after so many days. In this case a couple people were involved and weighted balls with white paint. What is the ideal amount of money you would like to win ?
Friends and family wouldn't be much of a problem for me as part of the reason for wanting $200 million is so that I can give each of my family members and close friends enough money to retire on, minimum $2 million each. As for the public, basic security needs to be assured with any size jackpot. Unlisted phone, gated community, etc.
