Rework the Lower Tier Prizes for MM & PB.
You'll also notice that 2 + 0 doesn't payout even though it has odds of 1 in 28.0531 for PB and 1 in 27.7084 for MM.
Yet, hitting the only the Powerball or Mega Ball, which have very similar odds, pays.

Multi-state Mega Millions lottery game changing this week
Later this week, the multi-state Mega Millions lottery game will undergo changes including a price hike designed to increase jackpots and make them grow faster.
The cost of a Mega Millions ticket will climb from $1 to $2 starting with the Oct. 31 drawing. Tickets for that drawing go on sale Saturday, Oct. 28.
Starting jackpots will increase from $15 million to $40 million. Both changes will put Mega Millions on equal footing with Powerball, which usually offers more lucrative jackpots.

I just wanted to share some thoughts as Dracos and I were talking about 2MJ and SM.
Disclaimer when factoring tickets vs. print I left in the skipped books as it shouldn't matter if they are skipped on a regular interval. If they are not skipped on a regular interval then it will throw my analysis on the last jackpots off, but it shouldn't be much. ...Not necessarily the system , but tracking that digit was. If you can catch that digit and limit the number of plays to get to the WIN, then it will work (profit). here's how I find that digit to play around with. I typically play consecutive pairs only though. 23, 34, 45 etc. It happens a lot in GA. If the digit is 3 im playing 23x and 34x in different orders. Who cares about the actual numbers, the money is in the pattern and positions.

Are the middle lotteries worth it?
When the Hot Lotto went to 1-47 I am thinking that it is not worth it. Here's some
calculations I did and maybe Powerball and Mega Millions have a good spot to aim for,
the 5 numbers. Getting the power ball along with the play is good. Perhaps the extra
$1 is worth it. Who knows.
Powerball:
For 175,223,510 odds and starting jackpots at $40 million.
$40 million / 175,223,510 is rounded to 23 cents payout per odd.
$1 million / 5,153,633 is rounded = 19 cents.
